오늘날 재난 거버넌스는 단일 조직을 벗어나는 확장된 문제를 해결하기 위하여 다양한 조직들이 함께하는 협력적 거버넌스가 강조되고 있다. 기존 연구들은 다양한 시사점을 제안해왔지만, 지자체 수준에서 존재하는 재난의 위해와 취약성, 보유자원은 차이에 따른 시민들의 인식을 파악함으로써 지역에 적실성 있는 재난 거버넌스 구축을 제안할 필요가 있다. 이러한 문제의식에서 본 연구는 Ansell & Gash(2008)의 협력적 거버넌스 모형의 구성요소와 Q방법론을 활용하여 사용자들의 재난 거버넌스에 대한 다양한 주관성을 파악하고자 하였다. 본 연구의 결과, 5가지 유형을 확인할 수 있었다. 특히, 이러한 유형들은 개별적인 차이점에도 불구하고, 심층적 의사소통의 필요성을 강조하였고, 참여와 성과가 직접적으로 연계되는 것에 부정적으로 인식하였고, 협력을 위한 시간 제공에 다소 부정적인 입장을 취하는 것을 알 수 있었다. 본 연구는 부산 시민들의 재난 거버넌스 인식을 파악하여 공통점과 차이점을 파악함으로써 향후 재난 거버넌스의 작동을 위해서 필요한 기본적 정보 제공을 제공할 수 있는데 이론 및 정책적으로 기여하였다.

In modern disaster governance, there is an emphasis on collaborative governance, where various organizations come together to address the expanded issues beyond the scope of a single organization. In this regard, previous studies emphasizing collaboration in disaster governance have proposed various insights. However, to further advance the establishment of effective disaster governance at the local level, it is necessary to understand the perceptions of citizens regarding the risks, vulnerabilities, and available resources associated with disasters, which vary according to differences in localities. With this problem in mind, this study aimed to identify the diverse subjectivity of users regarding disaster governance by utilizing Ansell & Gash"s (2008) collaborative governance model and Q methodology. The results of this study revealed five distinct types. Particularly, these types emphasized the need for in-depth communication despite individual differences, perceived a negative association between participation and outcomes, and held somewhat negative views on providing time for collaboration. This study contributed theoretically and policy-wise by providing essential information on the perception of disaster governance among the citizens of Busan, identifying commonalities and differences, and informing future disaster governance operations.
