이 연구는 자치구의 취약한 세입 구조를 보완하고, 급격하게 증가하는 세출 수요에 대응하기 위해 자치구에 보통교부세를 직접 교부하는 방안을 검토하는 것을 목적으로 하고 있다. 이러한 연구 목적을 달성하기 위해서 자치구의 행·재정적 특성을 검토하고, 자치구 보통교부세 직접 교부를 위한 제도 개편 필요성을 제시하였다. 그리고 시나리오 분석을 통해 자치구 보통교부세 직접 교부 시 발생할 수 있는 자치구의 세입 구조 개선 및 재정력 확충 등 파급효과를 분석하고, 자치구 보통교부세 직접 교부가 다른 지방자치단체에 미치는 영향 등을 파악하였다. 분석 결과 자치구 보통교부세 직접 교부에 따라 자치구 세입은 12,143억 원(시나리오 1-C)에서 45,451억 원(시나리오 2-A)까지 증가하는 것으로 나타났다. 보통교부세 산정액은 변화하지 않는 상태에서 특별·광역시 본청의 재정부족액 감소분보다 자치구의 재정부족액 증가분이 크게 나타나 조정률이 감소하게 된다. 이 연구는 이러한 문제를 해결하기 위해 지방교부세 법정률 인상과 함께 자치구 보통교부세 직접 교부 방안을 모색할 필요성이 있으며, 특별·광역시 본청의 세입 감소 규모를 적정 수준으로 조정하기 위한 방안을 마련해야 한다는 점을 제시하였다.

This research aims to address the vulnerable revenue structure of autonomous gu and respond to the rapidly increasing demand for expenditures by examining the possibility of directly granting general subsidies to autonomous gu. In order to achieve this research goal, the administrative and fiscal characteristics of the autonomous gu were reviewed, and the necessity for institutional reform for the direct grant of general subsidies to autonomous gu was proposed. Additionally, through scenario analysis, we delved into the potential ramifications of directly allocating general subsidies to the autonomous gu, encompassing improvements in the revenue structure and strengthening the financial capacity of autonomous gu. Furthermore, a comprehensive understanding was cultivated concerning the repercussions of the autonomous gu directly receiving general subsidies on other local government entities. The analysis revealed that the revenue of autonomous gu could increase from KRW 12.143 billion (Scenario 1-C) to KRW 45.451 billion (Scenario 2-A) due to the direct grant of general subsidies. Under the assumption that the calculation amount of general subsidies remains constant, the adjustment ratio decreases as the increase in the fiscal insufficiency ratio of autonomous gu exceeds the decrease in the fiscal insufficiency ratio of Seoul·Metropolitan city headquarters. To address these issues, the study suggests exploring the option of directly granting general subsidies to autonomous gu along with an increase in the legal rate of local subsidies. Additionally, measures should be taken to adjust the reduction in revenue for Seoul·Metropolitan city headquarters to an appropriate level.
