프랑스는 인구감소와 지방 소멸 위기에 대응하기 위해 국가, 대도시, 중소도시, 농촌 지역을 대상으로 한 다층적 거점전략을 수립해 시행하고 있다. 국가 및 대도시 차원에서는 경쟁거점 정책을 통해 첨단 기술 산업과 산학연 생태계를 육성하고 있으며, 중소도시 차원에서는 도시중심(Action Coeur de Ville) 프로젝트를 통해 인구 10만~2만 명의 중형도시 활성화를 목표로 하며, 도시 내 정주 여건 개선과 상권 회복에 초점을 맞추고 있다. 농촌지역 차원에서는 농촌활성화 지역정책(FRR)을 통해 공공서비스 강화와 경제 활성화를 지원한다. 이러한 프랑스의 사례는 다층적 거점전략의 필요성과 중요성을 강조한다. 중앙정부 주도로 초기 기반을 마련한 뒤 지역 맞춤형 자율성을 부여하는 방식은 효과적인 정책 운영의 모델을 제시한다. 특히 세제 혜택, 기술 지원, 도시 내 격차 해소를 위한 세부 정책들은 한국의 인구감소와 지방 소멸 문제 해결에 유의미한 교훈을 제공한다. 한국은 프랑스의 사례를 참고하여 다층적이고 포괄적인 지역 거점전략을 수립함으로써 균형 있는 국토 발전과 경쟁력 있는 지역발전을 촉진할 수 있다.

France has developed and implemented a multi-layered hub strategy to address the challenges of population decline and regional depopulation, targeting national, metropolitan, mid-sized, and rural areas. At the national and metropolitan levels, the "competitiveness cluster policy" fosters advanced technology industries and collaborative ecosystems among academia, industry, and research institutions. At the mid-sized city level, the "Action Coeur de Ville" project aims to revitalize cities with populations ranging from 20,000 to 100,000 by improving living conditions and rejuvenating commercial districts. For rural areas, the "France Ruralités Revitalization" (FRR) policy supports the enhancement of public services and economic revitalization.
France's approach underscores the necessity and importance of multi-layered hub strategies. The model, which establishes a foundation under central government leadership before transitioning to region-specific autonomy, presents an effective policy framework. Particularly, measures such as tax incentives, technical support, and targeted efforts to reduce urban disparities offer meaningful lessons for Korea in tackling its population decline and regional depopulation issues. By referencing France’s example, Korea can design a comprehensive and multi-layered regional hub strategy to promote balanced national development and enhance regional competitiveness.
