한국의 특별지방자치단체는 지방자치법에 의하여 설치가능하다. 특정 목적의 수행을 위하여 설치한 특별지방자치단체가 본연의 설치목적을 달성하기 위해서는 충분한 수준의 재정지원이 있어야 할 것이다. 지방자치법 제206조에 의하면 특별지방자치단체의 운영에 사무처리와 관련된 경비는 구성 지방자치단체가 분담하는 것이 원칙이다. 물론 중앙정부나 광역자치단체가 사무를 위임할 경우 중앙정부나 광역자치단체가 필요한 경비를 부담하여야 할 것이다. 이러한 배경하에서 본 연구는 특별지방자치단체에 재정을 지원할 수 있는 대안들을 강구하고 각 대안별 재정지원효과를 산출한 후 향후의 재정지원방향을 제안하려는 목적을 가지고 수행하였다연구목적의 달성을 위해서는 우선적으로 재정지원방안이 마련되어야 한다. 행정안전부는 특별지방자치단체에 대한 재정을 위하여 보통교부세의 보정수요에 반영하여 지원하는 대안을 제안하였다. 지방교부세를 활용하여 재정을 지원한다고 하여도 행정안전부가 제안한 대안 이외에 다양한 방안이 있을 수 있을 것이다. 본 연구에서는 행정안전부가 특별지방자치단체에 대한 재정지원방안으로 제안한 보통교부세 보정수요를 활용하는 대안을 중심으로 하면서 지방교부세 제도의 범위 내에서 활용할 수 있는 다양한 대안들과 그 이외의 대안을 도출한 후 각각의 재정지원효과를 분석하였다. 특히, 본 연구에서는 광역간 연합방식을 추진하였던 부울경의 사례에 적용하여 재정지원효과를 분석하였다. 마지막으로는 재정지원효과(재정확충 및 재정이전 효과 등)에 대한 분석결과를 토대로 특별지방자치단체에 대한 바람직한 재정지원방향을 제안하였다.

In South Korea, the establishment of special-purpose local governments under the Local Autonomy Act is essential for achieving their objectives. Article 206 of the Act stipulates that expenses for these entities should primarily be shared among them, but when central or metropolitan governments delegate tasks, they must cover the associated costs.
Our study seeks to explore alternative approaches to financially support special-purpose local governments, allowing for a comprehensive assessment of their financial implications. The ultimate aim is to suggest future financial support directions. To accomplish this, we must first formulate financial support plans. The Ministry of the Interior and Safety has proposed one such alternative, involving adjustments to the local shared tax demand.
While the Ministry"s proposal is a focal point, we also consider additional alternatives both within and outside the local grant tax framework. We evaluate the financial impact of each approach, particularly focusing on the Busan-Ulsan-Gyeongnam interregional alliance, which has been pursuing a cooperative strategy. Based on the outcomes of our financial support impact analysis, which includes financial reinforcement and redistribution effects, we recommend optimal directions for assisting special-purpose local governments.
