본 연구는 최근 벌어지고 있는 투표율 상승을 주도하는 유권자는 누구인지 알아보는 것을 목적으로 한다. 이를 위해 2002년부터 2018년 사이 치러진 12개의 전국단위 선거의 투표율을 성별, 지역별, 연령대별로 구분해 분석해 보았다. 이를 통해 한국정치에 변화를 이끌어낸 유권자는 누구인지 알아보며 투표율 변화가 지니는 정책적 의미는 무엇인지 알아보았다. 분석을 통해 전반적으로 대부분 집단에서 투표율 상승이 일어났다는 점을 알 수 있었다. 특히 여성, 경합지역, 그리고 젊은 연령대의 투표율 상승이 눈에 띄었다. 여성의 투표율은 대부분의 선거에서 남성보다 높아진 상황으로 서구 국가에서 나타난 성별 투표율 역전 현상이 한국에서도 발견되고 있는 것이다. 한편, 왜 투표율이 전반적으로 높아졌는지에 대해서 정치와 선거에 대한 관심이 커졌기 때문이며 여기에는 정당간 이념 양극화 현상이 주요원인이라는 점을 주장하였다. 좀 더 실증적인 분석이 요구되지만 다른 국가들에서도 투표율 상승을 설명하는데 있어 엘리트들의 양극화 현상은 주요 요인으로 지목되고 있다. 이는 정당간 양극화 현상이 불러오는 각 진영의 정책 및 사업에 있어 가시적인 차이가 더 많은 유권자를 투표장으로 불러왔다고 밝히고 있기 때문이다. 연구는 투표율 상승을 통해 한국사회의 많은 변화를 감지할 수 있었다. 무엇보다 정당간 양극화, 청년과 여성의 적극적 투표참여, 그리고 한국사회의 진보화를 알 수 있었다. 이러한 변화는 다양한 정책변화를 이끌게 될 것이다. 앞으로 투표율 상승의 원인을 좀 더 체계적으로 찾고, 투표율 상승이 불러올 결과에 대해 통합적 고찰이 필요한 때이다.

The purpose of this study is to find out the electorate leading to the recent increase in voter turnout. To that end, the study analyzed the turnout of 12 nationwide elections held between 2002 and 2018 by gender, region and age groups. The analyses showed that the overall increase in voter turnout occurred in most groups. In particular, the study found that women, competitive areas, and young age group led to the increase of voter turnout. Women"s voter turnout is higher than that of men in most elections, and the reversal of gender turnout which is shown in Western countries is also found in Korea. On the other hand, it is argued that the reason for the overall increase in voter turnout is due to the growing interest in politics and elections, and that partisan polarization plays a role in increasing voting turnout. Although more empirical analysis is required, elite polarization is regarded as a major factor in explaining the increase in voter turnout in other countries. This is because visible difference in the policy caused by partisan polarization have brought more voters to the polls. The study was able to find many changes in Korean society through the increase of voter turnout. Above all, it could examine partisan polarization, active participation of youth and women in voting, and the liberalization of Korean society. The changes will lead to various policy changes. It is expected to find out more systematically the causes of the increase in voter turn and to comprehensively consider the consequences of the increase in turnout.
