본 연구는 코로나19 위험지각요인과 디지털 기술 특성이 디지털 전환 수용성에 미치는 영향을 실증적으로 분석하였다. 특히, 기초자치단체 및 산하 지방공공기관 조직 유형별 구성원의 인식 비교에 초점을 두었으며, 주요 결과는 다음과 같다. 첫째, 인구학적 변수만으로는 디지털 전환을 설명하는데 한계가 있으며, 코로나19 위험지각요인과 디지털 기술 특성에 의해서 개인, 조직, 사회 차원의 디지털 전환 수용성이 더 많이 설명되는 것으로 분석되었다. 둘째, 지각된 위험, 지각된 편익, 지식, 긍정적 감정(느낌), 신뢰 등 코로나19 위험지각요인와 디지털 기술 특성이 개인, 조직, 사회 차원의 디지털 전환 수용성에 대체로 통계적으로 유의미한 영향을 미는 것으로 분석되었다. 특히, 코로나19의 지각된 위험, 디지털 기술 감정(긍정적 느낌)이 가장 핵심적인 영향 요인임을 확인할 수 있었다. 셋째, 지방 공공부문 중 다소 이질적인 3가지 조직 유형별 구성원(기초자치단체 공무원, 지방공기업 및 지방출자출연기관 직원)에 따라서 코로나19 위험지각요인과 디지털 기술 특성이 디지털 전환 수용성에 미치는 영향 정도가 상이한 것으로 분석되었다. 이상의 분석결과를 바탕으로 시사점과 연구의 한계를 보완하기 위한 후속연구 방향에 대해서 논의하였다.

This study empirically analyzed the impact of COVID-19 risk perception factors and digital technology characteristics on digital transformation acceptance. In particular, it focused on comparing the perceptions of members by organization type of local governments and local public institutions under their jurisdiction, and the main results are as follows. First, demographic variables alone have limitations in explaining digital transformation, and it was analyzed that COVID-19 risk perception factors and digital technology characteristics explain more digital transformation acceptance at the individual, organizational, and social levels. Second, it was analyzed that COVID-19 risk perception factors such as perceived risk, perceived benefit, knowledge, positive emotion (feeling), and trust and digital technology characteristics generally have a statistically significant impact on digital transformation acceptance at the individual, organizational, and social levels. In particular, it was confirmed that the perceived risk of COVID-19 and digital technology emotions (positive feelings) were the most important influencing factors. Third, it was analyzed that the degree of influence of COVID-19 risk perception factors and digital technology characteristics on digital transformation acceptance was different depending on the members of three somewhat heterogeneous types of local public sector organizations (civil servants of basic autonomous governments, employees of local public enterprises, and employees of local government-funded institutions). Based on the above analysis results, the implications and directions of follow-up research to supplement the limitations of the study were discussed.
