국토의 균형발전을 위한 ‘지역인재 채용의무제’가 2018년부터 시행되었으나 그 실효성에 대한 의문은 여전히 제기되고 있다. 이에 본 연구는 프로그램논리모형과 패널회귀분석 및 통제집단합성법(Synthetic Control Method)을 활용하여 지역인재 채용의무제 효과성을 체계적으로 진단하고자 한다. 실증분석을 위해, 청년고용을 결과변수로 설정하여 기초자치단체 수준에서 2013년부터 2022년까지 패널데이터를 구축하였다. 패널회귀분석 결과, 정책 시행 여부는 유의미한 영향을 미치지 못했으며, 지역 총 종사자 수와 재정자립도의 유의미성을 확인하였다. 그리고 지역별 효과성을 파악하기 위한 통제집단합성법 분석 결과, ‘강원 원주시’, ‘전남 나주시’, ‘전북 완주군’의 변화를 발견할 수 있었다. 이를 통해 보다 적극적인 대책이 필요함을 확인하였으며, 비수도권 지역인재 트랙의 신설, 관련 예외조항의 삭제 등의 제도적 보완이 필요함을 제시하였다.

Since the implementation of the “Regional Talent Recruitment Obligation” in 2018, there have been doubts about the effectiveness of the policy. Accordingly, this study aims to systematically diagnose the effectiveness of the mandatory local talent recruitment system using program logic models, panel regression analysis, and the Synthetic Control Method. For empirical analysis, panel data from 2013 to 2022 was constructed at the local government level with youth employment as the outcome variable. The panel regression analysis results showed that the implementation of the policy did not have a significant impact, but the significance of total local employees and fiscal independence was confirmed. Furthermore, the Synthetic Control Method analysis to identify regional effectiveness revealed changes in ‘Wonju City, Gangwon Province,’ ‘Naju City, Jeonnam Province,’ and ‘Wanju County, Jeonbuk Province.’ Through this, the need for more proactive measures was confirmed, and institutional improvements such as the establishment of a new track for non-capital region talent and the deletion of relevant exemptions were suggested.
