본 연구는 지방정부 여성정책 추진 성과를 지방정부 여성정책 평가결과에 대한 분석을 통해서 파악하고자 하였다. 이를 위해서 서울시 자치구 인센티브 사업의 일환으로 추진되고 있는 ‘서울시의 자치구 여성정책 평가’를 사례로 선정하였다. 서울시 자치구 여성정책 평가는 2004년부터 현재까지 매년 실시되고 있는 사업으로써 기초자치단체 여성정책이 적극적으로 추진되는 동기가 되고 있다. 자치구 여성정책의 추진성과는 여성정책 추진기반, 여성정책 목표 달성의 측면에서 매해 양적인 지표의 증가를 보이고 있는 것으로 나타났다. 반면, 평가지표의 변화나 여성정책의 내용 및 질적인 측면에서 성과를 파악하는데 한계가 있었다. 따라서 여성정책의 성과를 제대로 분석하기 위해 평가의 과제를 제시하면 다음과 같다. 첫째, 여성정책 평가를 위한 일관된 지표체계를 마련하는 것이다. 둘째, 여성정책 추진 목표를 측정하기 위한 성과지표가 개발되어야 한다. 셋째, 정책내용의 질적 평가를 위해서 전문가의 역할이 강조되어야 한다는 것 등이다.

This study to find that what is the performance of women policy through women policy evaluation system of Seoul metropolitan city from 2004 to 2008. Seoul metropolitan city has been given to local government a incentives to make compete with 25 local governments women policy since 2004. The results, there were the performance of women policies such as quantitative indicators of improving a women’s status, economic activity supporting programs for women, modifying gender equality consciousness etc.. But, there also were limitations of women policy evaluation for local governments. For example, there was no evidence of practical improving women status. And there was no consistency indicator to measure the condition of women policy performance. So this study suggest to policy subjects to make up women policy evaluation system of fundamental local governments. First, Women’s policy to evaluate the performance indicator system should be made consistent. Second, Women’s policy objectives to measure the performance indicators should be made. Finally, For qualitative assessment of the contents of women’s policy, ther role of professional’s should be stressed.
