초록

ESG는 기업뿐만 아니라 지방자치단체에서도 지속 가능한 발전을 위한 중요한 평가 기준으로 부상하고 있으며, 지방자치단체의 특수성을 반영한 맞춤형 평가지표의 필요성이 점차 강조되고 있다. 그러나 현재 대부분의 ESG 평가지표는 모든 지방자치단체에 일률적으로 적용되고 있어, 각 지역의 고유한 특성을 충분히 반영하지 못하고 있다. 본 연구는 기존의 지방자치단체 ESG평가지표 및 충청남도 사회지표 등을 활용하여 충청남도의 특수성을 반영한 맞춤형 ESG 평가지표를 개발하는 것을 목적으로 한다.
연구 결과, 환경(E), 사회(S), 지배구조(G) 각 분야에서 충청남도의 정책과 긴밀하게 연계된 지표들이 대체로 긍정적인 평가를 받았으며, 특히 신재생에너지 생산량, 기관 신뢰도, 유아 보육시설 수 등은 높은 활용 가능성을 보였다. 반면, 공공임대주택 비율과 학습 공동체 성장 지원 프로그램 수는 데이터 수집과 측정의 어려움으로 인해 보완이 필요하다는 평가를 받았다. 더불어, 사회조사 지표를 통해 도출된 분야별 만족도 또한 긍정적인 평가를 받았다.
결론적으로, 본 연구는 충청남도의 특성을 반영한 맞춤형 ESG 평가체계를 개발함으로써, 지방자치단체가 지속 가능한 발전 목표를 달성하는 데 필요한 구체적 정책 방향을 제시하였다는 점에서 의의를 지닌다.

ESG has emerged as a critical evaluation criterion for not only corporations but also local governments, aiming to promote sustainable development. The need for customized ESG evaluation indicators that reflect the specific characteristics of local governments is increasingly emphasized. However, most existing ESG indicators are applied uniformly across all local governments, without adequately considering the unique features of each region. This study aims to develop tailored ESG indicators for Chungcheongnam-do by utilizing existing ESG indicators for local governments and social indicators relevant to Chungcheongnam-do"s specific context.
The study found that in the fields of environment (E), social (S), and governance (G), indicators closely linked to Chungcheongnam-do’s policies were generally evaluated positively. In particular, indicators such as renewable energy production, institutional trust, and the number of childcare facilities showed high potential for practical use. On the other hand, indicators like the proportion of public rental housing and the number of programs supporting community learning growth were identified as requiring improvement due to difficulties in data collection and measurement. Additionally, satisfaction levels derived from social survey indicators were also positively evaluated.
In conclusion, this study contributes to the development of a customized ESG evaluation framework that reflects Chungcheongnam-do’s characteristics, providing specific policy directions to help local governments achieve sustainable development goals.
