본 연구는 세출예산의 분석을 통해 지방교육청의 기관유형을 규명하고 시간이 지남에 따라 어떻게 변화하고 있는지를 살펴보려는 목적을 가지고 있다. 연구목적의 달성을 위하여 2016년부터 2019년까지의 세출결산자료를 분석하였다. 본 연구는 관청형성모형에서 제시하고 있는 예산의 분류기준을 적용하여 분석하였고, 분석결과에 근거하여 기관의 유형을 규명하였다.
분석결과를 보면 한국의 지방교육청은 세종특별자치시교육청을 제외할 경우 전달-통제기관의 성격을 가지고 있는 것으로 나타났다. 세종특별자치시교육청은 다른 지방교육청과는 달리 전달-이전기관의 성격을 보유하고 있다. 또한 4년 간의 시계열 자료를 분석한 결과 민간부문의 활용수준이 점차 확대되는 방향으로 변화하고 있다는 것을 알 수 있었다. 특히, 이러한 현상은 민선 7기 교육감의 취임과 함께 가속화되고 있는 것으로 나타났다.
분석결과를 종합하면 한국의 지방교육청은 일부를 제외할 경우 동일 또는 유사한 기관 유형이라고 볼 수 있으나 점차 지역의 특성이나 정체성을 반영하는 방향으로 전환하고 있다는 것을 알 수 있다. 특히, 산출물을 직접 생산하여 공급하는 기능을 축소하고 민간부문과 사업부문 특히, 민간부문의 활용 수준을 점차 확대하고 있다고 볼 수 있다. 이러한 현상은 한국에서 교육자치가 정착되는데 긍정적인 기여를 할 것으로 보여진다.

The purpose of this study is to identify the types of agency of local office of education through the analysis of expenditure budgets and to find out how they are changing. To achieve the research purpose, we analyzed the expenditure accounting data from 2016 to 2019. In this study, the classification criteria of the budget presented in the bureau shaping model were applied and analyzed, and the types of agency were identified based on the analysis results.
The analysis shows that the local office of education is a delivery-control agency except for the Sejong Special Self-Governing City office of education in Korea. Unlike other local office of education, the Sejong Special Self-Governing City office of education is a delivery-transfer agency. The analysis of time series data over the past four years shows that the utilization level of the private sector is gradually expanding. In particular, this phenomenon has accelerated with the inauguration of the 7th superintendent of education.
According to the analysis results, local office of education were considered to be of the same or similar type except for some, but they are gradually shifting to reflecting the characteristics and identity of the region. In particular, the government is gradually expanding the use of private and public sectors, especially the private sector, by reducing the function of producing and supplying products directly. This phenomenon is expected to contribute positively to the establishment of education autonomy in Korea.
