이상고온현상과 더불어 발생하는 환경문제를 해결하기 위해 국제적인 탈탄소정책 흐름이 발생함에 따라 제주 또한 독자적으로 에너지 전환 계획을 추진해오고 있으며 그중 가장 중심에너지원으로 자리잡고 있는 것이 해상풍력이다. 그러나 해상풍력 발전정책 추진에 있어 주민수용성 확보 부족의 문제가 발생하고 있는 상황이다.
본 연구의 목적은 제주도의 해상풍력 발전 정책에서 제주도 주민의 정책수용성에 영향을 미치는 요인을 탐색하고 수용성 확보를 위한 정책 제언을 구상하는데 있다. 종속변수 제주 주민의 ‘정책수용성’에 영향을 미칠것으로 예상되는 요인인 독립변수로 ‘시민참여’, ‘정책홍보’, ‘투명성’, ‘환경적 요인’을 설정하였고, 매개변수로는 ‘신뢰성’을 설정하였다. 선행연구를 바탕으로 설정한 구조방정식 모형을 활용하여 설문조사 데이터를 실증분석한 결과, ‘정책수용성’과 ‘신뢰성’에 직접적으로 정(+)의 영향을 미치는 요인으로 ‘정책홍보’와 ‘환경적 요인’이 나타났으며 두 요인 모두 수용성과의 관계에 있어 ‘신뢰성’의 매개효과는 받지 않는 것으로 확인하였다. 해당 분석 결과를 토대로 환경영향에 대한 긍정 인식 확대와 정보구조 신뢰에 대한 심층 연구 수립 등의 정책제언을 제시하였다.

In order to solve the environmental problems that occur along with abnormal high temperatures, Jeju has also been pushing for energy conversion plans independently, and offshore wind power is the most central energy source. However, there is a lack of residents" acceptance in the promotion of offshore wind power generation policies.
The purpose of this study is to explore the factors affecting the policy acceptance of Jeju residents in Jeju Island"s offshore wind power generation policy and to devise policy suggestions to secure acceptance. Dependent variables "citizen participation", "policy promotion", "transparency", and "environmental factors" were set as independent variables, which are factors expected to affect the "policy acceptance" of Jeju residents, and "reliability" was set as parameters. As a result of empirical analysis of survey data using the structural equation model established based on previous studies, "policy promotion" and "environmental factors" were found to have a direct positive (+) effect on "policy acceptance" and "reliability", and both factors were confirmed to have no mediating effect of "reliability" in the relationship with acceptability. Based on the results of the analysis, policy suggestions such as expanding positive awareness of the environmental impact and establishing in-depth research on information structure trust were presented.
