본 논문은 Q-방법론을 활용하여 정치행정 관련 여론조사에 관하여 정책과정 참여자들이 보유하는 인식적 특성을 분석함에 연구 목적을 설정한다. 정책과정에 관한 연구에서 맥락성이 지니는 중요성을 고려할 때, 정책과정 참여자들의 주관적 인식은 개인적 차원의 가치판단으로부터 탈피하여 정책과정 전반을 작동시키는 원동력으로서 기능한다. 분석의 결과, 정치행정 관련 여론조사에 관한 조사대상자들의 주관적 인식은 크게 6가지 인식 유형으로 구분된다. 이들 인식 유형들은 각각 다양한 특성을 보유하며, 때로는 이들 특성들은 유형 간에 공통적이며 때로는 상충한다. 이는 곧 합리적 정책과정의 실현을 위해서는 문제 현상에 대하여 다양한 인식적 특성을 보유하는 정책과정 참여자들 간의 토론과 합의, 상호 이해와 협조를 도출해 나갈 수 있는 투명하고 효율적인 의사소통 체계의 수립 필요성을 부각시킨다. 또한 논문은 본 연구의 한계 및 후속연구의 필요성 역시 지적하고 있다.

The analytical focus of this study centers on the perceptional characteristics on political polls by employing Q-methodology. After examining the role of subjective perception in policy process from the view point of contextuality, this paper applies the Q-methodology by constructing the Q-sample with 20 Q-statements. The Q-samples are answered by 24 research objects constituted by the potential or present participants in the policy process on political polls.
By using the "PQMethods 2.35" software, this paper illuminates 6 types of distinct perceptional characteristics among the subjects. Discussing the statistical results of the factor Q-sort values and the normalized factor scores for each Q-statement suggests a set of policy implications in addition to some academic findings. There are diverse and somewhat corresponding or contradicting perceptional characteristics among the subjects on the political polls. Thus, it is imperative to establish a transparent and effective communication system to lead the discussion, aggreement, mutual understading and cooperation for the policy process.
