본 연구는 재난대응상황이라는 극단적인 맥락에서, 소방조직의 구성원들이 그들의 재난대응 경험을 근거로 바람직한 리더십에 대한 주관적 인식을 탐색하고, 유형화하고자 하였다. 이를 위해 부산광역시 A 소방서 소속 소방공무원 23명을 대상으로 주관성 연구인 Q 방법론을 활용한 대면조사를 실시하였다. 분석결과는 다음과 같다. 재난대응상황에서 소방관들이 바람직하다고 생각하는 리더십에 대한 주관성은 3가지 유형으로 구분되었다. 각각 유능한 지시형, 유연한 존중형, 따듯한 윤리형이라고 명명하였다. ‘유능한 지시형’은 재난대응에 대한 뛰어난 역량을 가지고 있고, 구성원들에게 믿음을 주며 앞에서 이끌어나가는 리더상이다. ‘유연한 존중형’은 확고한 전략을 가지고 있지만 부분적인 대응 전술에 있어서는 대원들의 판단을 믿고 일을 맡기며, 결과에 대해 보상하는 리더상이다. ‘따듯한 윤리형’은 긴박하고 혼란스러운 재난상황에서도 소통하고 윤리적 원칙을 지키며, 구성원들을 포용하는 리더상이다. 본 연구에서 도출된 3가지 유형의 리더십은 Wheeler et al.(2013)의 연구결과와 마찬가지로 현장에 기반한 실질적인 리더십은 특정 리더십 이론으로 완전히 설명되지 않았고, 리더십 구성요소들과 서로 다른 연관성을 보이는 것으로 확인되었다.

This study aimed to explore and categorize the subjective perceptions of desirable leadership among members of firefighting organizations based on their disaster response experiences in the extreme context of a disaster response situation. To this end, a face-to-face survey using the Q methodology was conducted on 23 firefighters belonging to ‘A’ Fire Station in Busan Metropolitan City. The results of the analysis are as follows. The subjectivity of leadership that firefighters consider desirable in disaster response situations was categorized into three types. Each was named competent and directive type, flexible and considerate type, and warm and ethical type. The competent and directive type is a leader who has excellent disaster response capabilities, gives members confidence, and leads from the front. The flexible and considerate type has a firm strategy, but trusts the judgment of the members in partial response tactics, delegates work, and rewards the results. The warm and ethical type is a leader who communicates, maintains ethical principles, and embraces members even in urgent and confusing disaster situations. As with the research results of Wheeler et al. (2013), it was confirmed that practical leadership based on the field is not fully explained by a specific leadership theory and shows different relationships with the components of leadership.
