초록

환경규제의 정책수단은 1970년대 명령과 통제 중심의 직접규제수단에서 1980-90년대 간접규제수단인 경제적 유인수단으로 발전하였으며, 최근에는 보다 시장지향적인 환경관리기법으로 자율환경관리가 도입되어 추진되고 있다.
본 연구는 배출업소 관리에 있어서 자율환경관리의 대표적 정책수단인 자율점검제도에 대하여 지자체공무원과 민간환경감시단이 환경오염물질을 배출하는 배출업소 관리업무 효과에 대해서 어떻게 인식하고 있는가에 논의하는데 목적이 있다. 또한 자율점검제도에 의한 배출업소 관리효과를 증진하기 위한 방안을 모색하고자 한다.
지자체공무원과 민간환경감시단은 모두 자율점검제도가 배출업소 관리효과에 있어서 어느 정도 효과는 있지만, 아직 많은 지방자치단체들에서 미흡하다고 인식하고 있다. 따라서 배출업소 관리에 있어서 자율점검제도를 증진하기 위해서는 첫째, 제도운영에 따른 기술지도와 지원제도를 활성화하고, 둘째, 자율점검제도를 보완할 수 있는 통합지도ㆍ점검체계를 구축하며, 셋째, 자율점검제도 우수 배출업소에 대한 인센티브 확대 방안이 마련되어야 한다고 지자체공무원과 민간환경감시단은 인식하고 있다.
