본 연구에서는 인적자원관리제도에 대한 인식이 공공봉사동기에 미치는 영향을 중앙정부 및 지방정부 공무원을 중심으로 실증적으로 비교 분석하였다. 이를 통해 인적자원관리제도 인식과 공공봉사동기 간에는 정(+)의 관계가 존재하고 있으며, 상대적으로 교육훈련/능력발전, 업무수행 역량이 인적자원관리제도의 하위 구성요소 중에서 공공봉사동기에 핵심적인 요인으로 분석되었다. 또한, 중앙정부와 지방정부 공무원 간의 인적자원관리제도 인식과 공공봉사동기의 관계는 상이한 차이가 존재하는 것으로 분석되었다. 본 연구의 분석결과를 바탕으로 향후 환경변화에 대응하고 공무원의 역량강화를 위해 중앙과 지방의 인적자원관리제도의 운용 방향에 대한 시사점을 논의하였다.

In this study, the effect of perception of the human resource management system on the motivation of public service was empirically comparatively analyzed by central and local government officials. Through this, there is a positive (+) relationship between the perception of the human resource management system and the motivation for public service, and it was analyzed that education, training/ability development, and work performance competence are the key important factors in the motivation for public service among the sub-components of the human resource management system. In addition, it was analyzed that there are differences in the relationship between the perception of the human resource management system and the motivation for public service between the central and local government officials. Based on the analysis results of this study, the implications for the operation direction of the central and local human resource management systems were discussed in order to strengthen the capacity of civil servants to respond to environmental changes in the future.
