본 연구는 연구개발사업의 예비타당성조사 제도의 변화에 따른 개선효과를 규명하여 정부 정책의 실효성을 검증하는 목적을 가지고 있다. 연구목적의 달성을 위하여 2008년부터 2021년 상반기까지의 연구개발사업 예비타당성조사 결과를 분석하였다. 2019년 제도개선 이전과 이후에 대하여 회귀분석과 상관분석 비교 및 z-test를 통한 차이 검증으로 제도 개선에 따른 효과를 분석하였다. 분석 결과를 보면 회귀분석의 경우 제도 개선 이후 가중치 변화에 따른 차이가 나타났으며, 종합평점에 영향을 미치는 주요 요인 가운데 ‘정책성’과 ‘경제성’은 상관계수 간 차이가 통계적으로 유의하고, ‘B/C’와 ‘기술성’은 통계적으로 유의하지 않은 것으로 분석되었다. 이 결과는 정부가 2019년 연구개발사업의 예비타당성조사 제도 개선의 정책 실효성이 일부 있었음을 알 수 있다. 따라서 추후 통계적 유의성이 나타나지 않은 기술성 가중치의 재구성과 함께 종합평가 과정에서 영향을 미칠 수 있는 B/C, 평가자 및 조사 대상 사업 선정 등 평가 시스템에 관한 연구가 필요할 것으로 판단된다.

The purpose of this study is to verify the effectiveness of government policies by identifying the improvement effects of changes in the preliminary feasibility study system for R&D projects. In order to achieve the research purpose, the results of the preliminary feasibility study for R&D projects from 2008 to the first half of 2021 were analyzed. The effect of system improvement was analyzed by comparing regression analysis and correlation analysis and verifying differences through z-test before and after the system improvement in 2019. Looking at the results of the analysis, in the case of regression analysis, there was a difference according to the weight change after the system improvement. Among the major factors affecting the overall rating, the difference between the correlation coefficients was statistically significant for ‘policy’ and ‘economic feasibility’, and ‘B/C’ and ‘Technology’ were analyzed as not statistically significant. This result shows that the government had some policy effectiveness in improving the preliminary feasibility study system for R&D projects in 2019. Therefore, it is judged that it is necessary to study the evaluation system such as B/C, evaluator, and project target selection, which may affect the comprehensive evaluation process, along with the reconstruction of technical weights that do not show statistical significance in the future.
