수도권의 인구팽창에 따른 주택 부족 현상 해소와 주택가격 안정을 위하여 많은 물량의 주택을 단기간에 공급하기 위해 추진되어온 신도시 건설사업은 공공시설의 부족과 학교, 병원, 도서관, 문화시설 등의 설치 지연으로 많은 문제점과 갈등을 발생시켰다. 공공시설의 설치가 지연되었던 직접적 원인은 시설부지 및 설치비용을 둘러싼 지방자치단체와 사업시행자 간의 줄다리기였고 이러한 문제는 지금도 계속되고 있는 실정이다. 이 연구는 신도시 개발에 있어 공공시설의 효과적인 공급을 위한 설치비용 분담구조 개선방안은 무엇인가라는 연구문제로 부터 출발하였다. 이러한 설치비용 분담구조 개선방안에 대한 논의는 결과적으로 사업의 효율성과 이익의 재분배라는 상호 대립적인 목적을 반영하는 것이라고 볼 수 있다. 이와 같은 문제의식을 바탕으로 이를 해결하기 위한 자료조사와 이들에 대한 양적·질적 분석을 토대로 본 연구에서는 신도시개발의 공공시설 설치비용 분담구조 개선을 위한 정책대안으로서 ① 기존체계의 유지, ② 사업자 전액 부담, ③ 사업시행자 선 투자, 지방자치단체 후 상환, ④ 지방자치단체 전액 부담 등 네 가지를 제시하였다. 그리고 이들 각 대안별로 실현가능성을 평가하였으며, 그 결과 사업시행자 선 투자, 지방자치단체 후 상환 방안이 최적 대안으로 평가되었다.

The new town construction project, which has been promoted to supply a large amount of housing in a short period of time in order to resolve the housing shortage caused by population expansion in the metropolitan area and stabilize housing prices, is due to the lack of public facilities and delays in the installation of schools, hospitals, libraries, and cultural facilities. It caused many problems and conflicts. The direct cause of the delay in the installation of public facilities was a tug-of-war between the local government and the project operator over the site of the facility and the cost of installation, and this problem is still ongoing. This study started from the research question of what is the plan to improve the installation cost-sharing structure for the effective supply of public facilities in new city development.
As a result, the discussion on how to improve the installation cost-sharing structure reflects the opposing goals of project efficiency and profit redistribution. Based on the data survey and quantitative and qualitative analysis of these issues based on the awareness of such a problem, this study is a policy alternative to improve the cost-sharing structure for installing public facilities in new town development: ① maintenance of the existing system, ② the total amount of business operators; Four categories were suggested: burden, ③ investment in advance by the project operator, repayment after local government, and ④ full burden by local government. And the feasibility of each of these alternatives was evaluated, and as a result, the project operator"s pre-investment and the repayment plan after the local government were evaluated as the optimal alternatives.
