이 논문은 복잡적응체계(complex adaptive system: CAS)내에서 발생하는 다양한 정책현상들에 대하여 복잡성 이론의 성과물들을 적용해 보고자 하는 주창적 성격을 내포하고 있다. 이 논문에서 CAS로 규정된 정책체계를 분석하게 될 개념 도구들로서 혼돈(chaos), 자기조직화 체계(self-organizing system), 초기조건에의 민감성(sensitivity to initial conditions), 창발(emergence), 환류(feedback), 경로의존성(path dependence), 공진화(co-evolution), 비선형성(non-linearity), 임계현상(critical phenomenon), 체계동학(system dynamics) 등의 개념과 논리가 소개된다. 또한, 미시적, 거시적 분석수준과 현상의 특성에 따라 CAS 분석에 적용될 접근방법, 방법론 및 분석기법들도 소개한다.
