본 연구에서는 기초자치단체인 부천시의 지역문화정책을 역사적 관점에서 검토하고, 부천시가 문화도시로 성장하게 된 변화 과정과 성장요인을 분석하였다. 이를 위해 본 연구는 1960년대부터 2020년대까지로 연구범위를 한정하였고, 이 시기를 태동기, 발전기, 성숙기로 구분하여 시기별 정책의 흐름과 시사점을 파악하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 태동기(1966~1994)의 부천 지역문화정책은 인구 정착 및 도시 정체성 확립을 위한 방안으로, 인적 문화자원을 기반으로 태동하였다. 둘째, 발전기(1995~2009)에는 IMF 경제위기에 대응하여 저자본 고부가가치 창출이 가능한 문화예술분야를 하나의 산업군으로 개발하였다. 셋째, 성숙기(2010~2020)에는 대내적으로는 시민 대상 자율형 문화사업을 통해 지역경제 활성화를 꾀하였고, 대외적으로는 문화산업의 국제적 입지를 다져 산업 파급 효과를 늘리고자 하였다. 이러한 문화정책 변화 과정을 통해 분석한 부천의 문화도시 구축 성공 요인은 ‘인적 문화자원 개발’, ‘문화예술 특화 산업 육성’, ‘문화콘텐츠산업의 글로벌 기지화’로 나타났다. 본 연구의 결과는 타 기초자치단체의 문화도시 개발 및 발전 방향 모색에 기초 사례 자료로 활용될 수 있을 것으로 기대된다.

In this study, we reviewed the local cultural policy of Bucheon City, a municipality in Korea, from a historical perspective and analyzed the process of change and the factors that led Bucheon City to grow into a cultural city through this policy. To this end, this study limited the scope of the study from the 1960s, when Bucheon City began to pay attention to local cultural policies, to the 2020s, and divided this period into ‘the Embryonic Period’(1966~1994), ‘the Developmental Period’(1995~2009), and ‘the Mature Period’(2010~2020) to identify the flow and impact of the policy by period. The main findings of this study are as follows. First, in the Embryonic Period(1966-1994), Bucheon's regional and cultural policy was based on human and cultural resources as a way to settle the newly introduced population and establish urban identity. Secondly, during the Developmental Period(1995-2009), in response to the IMF economic crisis, the cultural and artistic field, which can create a highly value-added industry with low capital, was developed as a cultural sector. Thirdly, in the Maturity Period(2010-2020), the city sought to revitalize the local economy internally through autonomous cultural projects for citizens, which externally to increase the industrial spill-over effect by strengthening the international recognition of the cultural industry. The success factors for constructing a cultural city of Bucheon analyzed through this process of cultural policy change are 'developing human and cultural resources', 'promoting specialized cultural and arts
industries' and 'making the cultural content industry under a global base'. The results of this study can be used as a basic case data at the development of cultural cities domestically and abroad in the search for development directions.
