본 연구는 문재인 정부의 지방자치분권 관련 이념과 보수-진보, 전국-지방 언론의 지방자치분권 담론의 공론화 과정을 분석하고 그 의미를 파악하는 데 목적을 두고 있다. 이를 위해 첫째, 문재인 정부의 지방자치분권에 대한 주요 입법적, 정책적 성과를 분석하였다. 둘째, 지방자치분권 정책 추진 시 문재인 대통령이 정책 의제를 설정하고 공론화하기 위해 구성한 연설문을 분석하고, 사설을 통해 이에 대한 언론의 수용성을 분석하였다. 마지막으로 대통령 연설문과 언론 프레임의 비교 분석을 통해 대통령의 메시지가 언론에서 담론으로 어떻게 재구성되는지를 밝혔다. 연구 결과, 다음과 같은 시사점을 도출하였다. 그동안 지방자치분권과 관련한 문재인 정부의 입법적, 정책적 성과에 대한 국민의 체감도가 낮다는 지적이 있었다. 일부 가시적인 성과에도 불구하고 정치 담론 형성을 위한 정부의 메시지 확장성과 국민의 수용성이 낮았기 때문이다. 이는 언론사들이 수행한 대통령 연설문에 대한 낮은 의제 설정 양태에서 비롯된 것으로 파악할 수 있었다. 즉, 대통령의 정책 방향이 언론을 통해 국민에게 전달되고 정책 이해도를 높여 ‘동기부여’라는 기제가 충실히 수행되지 않은 것이다. 향후 연설문의 세밀한 구성을 통해 정부 정책 시행과 대국민 소통 시 언론이 관련 내용을 의제로 설정하여 확산시키는 방안을 강구 할 필요가 있다.

The purpose of this study is to analyze the Moon Jae-in government’s ideology relating to local autonomy and decentralization. It scrutinizes how the national and local press frames the Moon Jae-in government’s local autonomy and decentralization policies based on their liberal or conservative nature.
Firstly, the research analyzed the Moon Jae-in government’s local autonomy and decentralization policies, focusing on its major legislative and policy achievement. Secondly, Moon Jae In’s public speeches were analyzed to check how Moon Jae-in’s government used public speech to set up political agendas. Related newspaper editorials were collected and examined to explore how the press framed them to form their own discourse. Lastly, the research conducted a comparative analysis of the President’s speech and media frames to show how the President’s messages were interpreted and framed by the press.
The finding shows that Moon Jae-in’s public speech formed a Diagnostic- Prognostic-Motivational frame to address the public’s understanding and support for the policies, such as the constitutional amendment, self-governing police system, and Central Regional Cooperation Council. This result shows the logic of the rhetorical strategies that Moon Jae-in’s government performed. The evaluation of related newspaper editorials reveals that Moon Jae-in’s public speeches were accepted or denied depending on the politics of the press and the effectiveness of the public speech/statement and the political process’s importance in society. This results in the differences between the Diagnostic-Prognostic-Motivational frames of the President’s public speech and those of the press editorials.
