본 연구는 현재 노인의 정보활용 실태를 인터넷활용의 행태를 통해 파악해 보고, 노년의 삶에 긍정적인 효과를 증대시키는 인터넷활용의 제고방안을 지방자치단체의 지역정보화사업에서 찾아보고자 하였다. 연구를 위해 서울·경기·인천에 거주하는 60세 이상의 정보화교육 수강노인을 대상으로 인터넷활용의 행태를 분석해본 결과 실용성을 중심으로 인터넷이용이 활발하였으며 학력수준이 높고 경제적인 여유가 있는 노인일수록, 그리고 배우자가 있는 노인과 자신의 주택을 소유하고 있는 노인일수록 인터넷을 애용하고 있었다. 결과적으로 지방자치단체의 노인정보화정책은 학력수준이 낮고 경제적인 여건이 어려운 노인층을 얼마나 흡수할 수 있느냐에 따라 효율성이 담보될 것으로 사료되므로 본 논문에서는 첫째, 접근성이 용이한 웹사이트나 콘텐츠의 프로그램을 지역노인의 특성에 맞게 개발하고 정보화교육기관의 학습프로그램 메뉴얼에 웹사이트?콘텐츠에 관한 접근방법을 숙지할 수 있도록 내용을 추가할 것과 둘째, 정부↔지방자치단체↔?(가칭)고령자정보화교육센터?↔정보화교육기관으로 일원화될 수 있는 새로운 조직의 추진체계가 지방자치단체를 주축으로 설립되어야 함을 제언하였다.

This study attempted to examine the usability of internet of the elderly people and suggested policy alternatives for local governments with their IT projects. The survey was conducted for the elderly people registered in IT education centers over the age of 60 in Seoul city, Gyeonggi province, and Incheon city. The survey results showed that the elderly people who have higher education, higher income, spouse, and houses use internet more positively. This implicates that the local government needs to seek policy alternatives to increase the effectiveness of IT including internet accessibility and usability, especially for the elderly people under the poor IT environments. This study suggests two policy alternatives: Firstly, the local IT education centers need to develop customized education programs for the elderly people under different local environments including local culture, IT infrastructure, and economic conditions; Secondly, an integrated institution is needed to more efficiently operate the education centers controlled by local governments, by which unnecessary costs generated from duplicated institutions and education centers under different central and local governments can be avoidable.
