본 연구는 실업부조인 국민취업지원제도가 청년실업 완화에 기여하는가를 파악하고자 시도하였다. 구체적으로, 국민취업지원제도가 시간투자, 비용투자, 사적이전의 측면에서 청년이 취업 및 구직에 집중하는 데 긍정적인 영향을 미치는지 분석하였다. 이를 위하여, 2020년과 2021년 ‘청년사회경제실태조사’ 원자료에 성향점수매칭기법과 회귀분석을 적용하여 정책효과를 추정하였다. 분석 결과, 국민취업지원제도를 이용한 집단은 그렇지 않은 집단에 비해서 통계적으로 유의미한 수준에서 취업준비에 투입하는 시간이 많았다. 이는 국민취업지원제도가 취업준비에 집중할 수 있는 여건 마련에 긍정적인 효과가 있음을 의미한다. 그러나 취업 관련 비용투자나 사적이전에의 의존의 경우에는 유의미한 관련성이 포착되지 않았다. 이는 국민취업지원제도의 구직촉진수당 등의 현금급여 수준이 정책효과를 발휘하기에는 낮거나, 취업준비 과정에서 경제적인 투자나 사적이전은 정책을 통한 현금 지원과 관계없이 이루어질 수 있기 때문으로 보인다. 이와 관련된 정책효과를 보다 엄밀하게 관찰하기 위해서는 분석대상의 지출 구조에 대한 추가적인 자료 수집과 분석이 요청된다.

This study explores the impact of the National Employment Support System, specifically the unemployment benefit, on youth unemployment by focusing on its influence on job preparation. Using data from the "Youth Socio-Economic Reality Survey" conducted in 2020 and 2021, the study employs propensity score matching (PSM) and regression analysis techniques. The findings reveal that the group utilizing the National Employment Support System spends significantly more time on job preparation compared to the group not using the system, indicating its effectiveness in creating a favorable environment for youth job readiness. However, there is no significant correlation between the system and financial investment in employment-related expenses or private transfers. This suggests that the cash benefits provided by the system, such as job-seeking allowances, may be inadequate in generating policy effects, as economic investments and private transfers during job preparation appear to occur independently of cash assistance. To enhance understanding of policy effects in these areas, additional data on the expenditure structure of the target population is crucial.
