본 연구는 한국 사회가 직면한 급속한 고령화와 저출산이라는 구조적 인구 위기에 대응하여, 공적노후소득보장체계의 지속가능성과 실효성을 제고하기 위한 통합적 구조개혁 방향을 모색하였다. 기존의 논의가 국민연금 중심의 모수개혁에 집중되어 왔다면, 본 연구는 기초연금, 퇴직연금, 정년제도, 노인일자리 및 사회활동 지원사업 등 다양한 소득보장 수단을 포함하여 제도 간 구조적 연계 가능성을 분석하였다. 이를 위해 관련 분야 전문가 8인을 대상으로 초점집단면접(Focus Group Interview)을 수행하고, 근거이론(Grounded Theory)을 활용하여 분석하였다. 그 결과, ‘노후소득보장체계 재구성을 통한 안정적 노후생활 실현’이 핵심 범주로 도출되었으며, 제도 간 기능 중복 해소, 정책 수단 간 상호보완성 강화, 비급여성 제도의 전략적 통합 필요성이 주요 전략으로 도출되었다. 본 연구는 공적노후소득보장체계의 다층적 재설계를 위한 실증 기반 정책 방향을 제시함으로써 이론적·실천적 기여를 제공한다.


Amid Korea’s demographic crisis of rapid aging and low fertility, this study explores integrated structural reform strategies for the public old-age income security system to improve its sustainability and effectiveness. Moving beyond the conventional focus on parametric reforms of the National Pension, it examines structural linkages among the Basic Pension, Retirement Pension, mandatory retirement policies, and programs supporting older adults’ employment and social participation. Focus group interviews with eight policy experts were analyzed using grounded theory. The core theme—“realizing a stable later life through system reconstruction”—emerged, with key strategies including reducing institutional overlap, strengthening policy complementarity, and integrating non-contributory and non-cash programs. The study offers empirically grounded insights to guide the multi-layered redesign of Korea’s old-age income security system, contributing to both theoretical discourse and policy practice.
