이 연구는 공무원들이 적극행정에 대해 가지는 기본 입장과 실제로 적극행정을 수행하는 수준에 영향을 미치는 변수들을 탐색하였다. 먼저 법령들에 규정되어 있는 적극행정의 개념을 살펴보고, 선행연구들을 토대로 적극행정에 영향을 미칠 만한 변수들을 선별하여 설문지를 구성하였다. 경기도청 공무원들을 대상으로 설문조사를 실시하였고 203명으로부터 응답을 받았다. 요인분석을 통하여 8개의 변수를 추출하였고, 두 종속변수를 대상으로 순서형 로짓 회귀분석을 실시하였다. 분석을 통해 적극행정에 대한 기본 입장에는 직무만족 변수가, 실제 수행 수준에는 공직가치 변수가 유의미한 영향을 미침을 발견하였다. 이런 분석 결과를 보면 면책, 사전컨설팅, 감사가 초래하는 부담 등에 초점을 맞추는 선행연구들의 경향에 더해 조직관리와 공직봉사동기 같은 행정관리 변수들을 추가로 검토할 필요성이 있다고 사료된다. 나아가 직업공무원에 의한 적극행정이 대의민주주의 통치 체계에서 가지는 근본적 모순을 해결하기 위해 의회에 의한 사전컨설팅이라는 새로운 대안을 검토해 볼 필요가 있다고 사료된다.

This study explored the factors influencing the basic stance of public officials towards proactive administration and their actual performance level of proactive administration. First, we examined the concept of proactive administration as stipulated in laws and selected variables that could influence proactive administration based on previous studies. We conducted a survey targeting officials at the Gyeonggi Provincial Government Office and received responses from 203 individuals. Through factor analysis, we extracted 8 variables and conducted ordinal logistic regression analysis on two dependent variables. The analysis revealed that job satisfaction significantly influences the basic stance towards proactive administration, while public service values significantly affect the actual performance level. In light of these findings, it is suggested that in addition to the tendency of previous studies to focus on issues such as immunity, prior consultation, and burdens caused by audits, there is a need to further examine administrative management variables such as organizational management and public service motivation. Furthermore, it is deemed necessary to consider a new alternative, namely legislative consultation, to address the fundamental contradiction that proactive administration by professional civil servants poses within the framework of representative democracy governance.
