이 연구는 경기북부특별자치도 신설이 지방재정, 특히 보통교부세에 미치는 영향을 파악하는 것을 목적으로 하고 있다. 김포시를 포함하여 경기북부특별자치도를 11개 시·군으로 구성하는 방안을 A안, 김포시를 제외하여 경기북부특별자치도를 10개 시·군으로 구성하는 방안을 B안으로 설정하여 분석을 실시하였다. 분석 결과, A안과 B안 모두 경기북부특별자치도 소속 시·군의 조정교부금은 기존보다 감소하는 반면, 보통교부세는 증가하는 것으로 나타났다. 다만, 경기북부특별자치도 소속 시·군의 보통교부세 증가 규모보다 시·군 조정교부금 감소 규모가 커, 전체적으로는 재원이 감소하는 것으로 나타났다. 한편, 경기북부특별자치도가 신설되면, 경기(남)도 소속 시·군 및 나머지 지방자치단체의 보통교부세 산정액이 감소하게 된다. 따라서 경기북부특별자치도 신설로 인해 증가되는 보통교부세 규모만큼 지방교부세 법정률 인상을 실시하여 다른 지방자치단체의 자연감소분을 최소화하기 위한 노력이 필요할 것으로 생각된다.

This study aims to investigate the impact of the esetablishment of Gyeonggi Northern Province on the general shared tax using a scenario analysis. Two scenarios are as follow: Case A consists of 11 cities and counties including Gimpo city while Case B consists of 10 cities and counties excluding Gimpo city. If Gyeonggi Northern Province is established, compared to the current status, (1) the adjustment grant for the cities and counties of Gyeonggi Northern Province decreases, (2) the amount of general grant tax increases in both Case A and Case B. However, because the decreased amount of city and country adjustment grant is larger than the increased amount of general grant tax, the overall grant and tax received by cities and counties of Gyeonggi Northern Province will be decreased. It is also found that the changes in adjustment grant and general grant tax are larger in Case B than Case A. On the other hand, as a result of the establishment of Gyeonggi Northern Province, general grant tax received by Gyeonggi Province will remain unchanged as zero. However, assuming that the total amount of general grant tax is unchanged, the rest of Provincial and Local governments will receive less general grant tax.
